Transportation funding is a mixture of many different sources. As the Congestion Management Agency (CMA) of Solano County, STA assists in programming transportation dollars from sources at the federal, state, regional, and local level. STA works closely with our member agencies to program these funds and apply for competitive grant funding.

The Off-Road Voucher Incentive Program (ORVIP) provides a streamlined approach to reduce emissions by replacing existing, high-polluting equipment with newer, lower-emission equipment. The ORVIP provides real emission benefits by retiring the high-polluting equipment earlier than would have been expected through normal attrition or by regulation. Air Resources Board (ARB) Clean Vehicle Rebate Project (CVRP)* | Clean Vehicle Rebate Project | New, eligible zero-emission vehicles, including electric, plug-in hybrid electric and fuel cell vehicles | Up to $7,000 rebate per light-duty vehicle | The Clean Vehicle Rebate Project (CVRP) promotes clean vehicle adoption by offering rebates of up to $7,000 for the purchase or lease of new, eligible zero-emission vehicles, including electric, plug-in hybrid electric and fuel cell vehicles. As long as funds are available, eligible California residents can follow a simple process to apply for a CVRP rebate after purchasing or leasing an eligible vehicle. PG&E Charge Program | PG&E | EV Infrastructure | Multi-unit dwelling and workplaces (minimum ten parking spots) | Transportation is the largest source of greenhouse gas (GHG) emissions in California. The state is now pushing for a large increase in the adoption of electric vehicles. In 2012, Governor Brown signed an Executive Order calling for 1.5 million zero emission vehicles on our roads by 2025. In December 2016, the California Public Utilities Commission (CPUC) approved a three-year program to install up to 7,500 Level 2 electric vehicle (EV) chargers at multi-unit dwelling and workplaces. The chargers will be installed throughout PG&E’s service territory between 2018 and 2020. Volkswagen Mitigation Trust Fund for Zero Emission Transit and Shuttle Buses | California VW Mitigation Trust | Replace older, high-polluting transit, school, and shuttle buses with new battery-electric or fuel-cell buses | Up to $65 Million | The VW Mitigation Trust has $130 million in funds to replace older, high-polluting transit, school, and shuttle buses with new battery-electric or fuel-cell buses. Replacing an older bus with a zero-emission bus eliminates particulate matter and other pollutants that impact children and residents riding the buses, as well as residents throughout California communities. Two percent of TDA funds collected in the county is used for TDA 3. MTC allows each county to determine how to use funds in thier county. Transportation projects | Up to $29 Million available | As part of the Sustainable Transportation Planning Grant Program, the goal of Sustainable Communities Grants ($29.5 million) is to encourage local and regional planning that furthers state goals, including, but not limited to, the goals and best practices cited in the Regional Transportation Plan Guidelines adopted by the California Transportation Commission. It is envisioned that these planning grants will provide much needed funding to support regional sustainable communities’ strategies and ultimately achieve the State’s greenhouse gas reductions targets of 40 and 80 percent below 1990 levels by 2030 and 2050, respectively.
