Solano Community Action Resource and Empowerment (CARE) Program Cycle 1


The Community Action Resource and Empowerment (CARE) Program was recently established by the Metropolitan Transportation Commission (MTC) to support implementation of adopted CBTPs, building on prior investments in CBTP planning in Equity Priority Communities (EPCs). The CARE Program is designed to fund transportation projects identified through CBTPs and Participatory Budgeting processes, supporting their progression from planning through implementation and delivery.
The STA, in partnership with MTC, is administering this Call for Projects to program Solano CARE Cycle 1 funding. Approximately $2,088,000 is anticipated to be available in Solano County through the CARE Program for eligible transportation projects from CBTPs and Participatory Budgeting processes.
The Solano CARE Program Cycle 1 Call for Projects is anticipated to open on May 14, 2026, following the STA Board meeting on May 13. Grant applications are due by Tuesday, June 30, 2026. Following the closure of the Call for Projects, STA staff will conduct a project review and selection process using the Solano CARE Program Evaluation Criteria.
STA staff anticipate presenting the proposed project nominations list to the STA TAC at their meeting in August 2026, and for final adoption by the STA Board at their meeting in September 2026. Following Board approval, STA will submit the Solano CARE Program Cycle 1 project nominations to MTC for further evaluation and approval. MTC is expected to select projects for funding in January 2027.
The seven Solano cities, the unincorporated County, SolTrans, and the STA are eligible project sponsors.
The Call for Projects deadline is June 30, 2026, by 5:00 PM.
This grant program is part of a Solano Coordinated Call for Projects with the One Bay Area Cycle (OBAG) 4, Transportation Funds for Clean Air (TFCA), and Transportation Development Act Funds Article 3 (TDA-3).
