Solano One Bay Area Grant (OBAG) Cycle 4 County and Local Program

The One Bay Area Grant (OBAG), now in its fourth iteration, guides how the Metropolitan Transportation Commission (MTC) distributes federal transportation funding from the Federal Highway Administration to projects and programs that improve safety, spur economic development and help the Bay Area meet climate change and air quality improvement goals.

The fourth round of OBAG (OBAG 4) funding went before MTC for adoption in February 2026 and includes more than $720 million in federal funding for projects from 2027 to 2030.

The OBAG 4 program is divided into a Regional Program, managed by MTC, and a County & Local Program, managed by MTC in partnership with the nine Bay Area County Transportation Agencies (CTAs).

Every four to five years, the Solano Transportation Authority (STA) works with the MTC to program federal funds through the OBAG Program.  The Program funds eligible local transportation projects and programs.  The fourth cycle of OBAG has up to $16.190 million of funding available to Solano County.  This funding will be awarded to eligible agencies in the County through a competitive Call for Projects.

The OBAG 4 Call for Projects is anticipated to open on May 14, 2026 following the STA Board meeting on May 13.  Grant applications are due on Tuesday, June 30, 2026.  STA staff will conduct a project review and selection process using the Board-approved Project and Program Screening and Evaluation Criteria once the Call for Projects has closed.

STA staff aims to bring the project nominations list of proposed projects to the TAC at their meeting in August 2026, and for final adoption by the STA Board at their meeting in September 2026.  STA will then submit the list of Solano OBAG 4 project nominations to the MTC for further evaluation and approval.  The MTC is expected to select projects and programs for funding in January 2027.

The seven Solano cities, the unincorporated County, SolTrans, and the STA are eligible project sponsors for OBAG 4.

The Call for Projects deadline is June 30, 2026 by 5:00 PM.
