The Solano Transportation Authority (STA) serves as the congestion management agency for Solano County and is responsible for coordinating countywide transportation plans, programs and projects under a Joint Powers Authority among the Cities and County of Solano. The agency also manages the rideshare programs for Napa and Solano Counties, and allocates various federal, state and regional transportation funds.

The Clerk of the Board/Office Manager provides a variety of administrative and clerical support to the STA Board and the different committees, prepares resolutions and ordinances, attends board meetings and prepares board minutes. The incumbent coordinates the office administrative work for the Executive Director, Legal Counsel, and Board of Directors by performing multiple administrative duties to ensure the efficient service provision for the Authority. Responsibilities require the frequent use of tact, discretion, and independent judgment as well as knowledge of departmental and Authority’s activities. This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at this level of responsibility require a broader understanding of the Authority’s functions. This position reports to the Executive Director.

The ideal candidate will have thorough understanding of accounting, finance, budget, audit and grant operations and supervision, to include GAAP, GAAS and GFOA standards. Further, this individual will have strong verbal and, even more importantly, strong written communications skills for purposes of assisting in reporting to the Board. The STA is a fast-paced environment, so the incumbent will need to have the right temperament to thrive in those circumstances. A strong attention to detail and the ability to manage a large and diverse number of projects simultaneously is a must.
