The Solano Transportation Authority (STA) has completed the Solano Safe Routes to School (SR2S) Plan Update for 2025, which outlines the next five years of safety improvements, educational initiatives, and program goals to support students walking and biking to school.
Over the past two years, STA staff worked closely with Solano Public Health, local jurisdictions, school districts, and SR2S Community Task Forces to develop the plan. The update includes walk audits, community outreach, project identification, and extensive public feedback gathered during a 30-day comment period that closed in October.
The updated plan strengthens the program’s goals around student health, safety, sustainability, long-term program growth, equity, and regional collaboration. It also incorporates enhanced program evaluation metrics to better track progress and outcomes across all jurisdictions.

The Comprehensive Transportation Plan (CTP) serves as STA’s primary long range planning document that guides and prioritizes the STA’s investments in transportation. An element of the CTP is the Active Transportation Element, which guides STA’s investment in bike and pedestrian related projects and programs. The STA Board adopted the Solano ATP in April of 2020.
In May 2022, the STA amended the original plan to include additional new projects submitted by each individual jurisdiction. There were 39 new projects in total added to the ATP – included as Attachment A. Additionally, the amendment adds the countywide SR2S projects list to the ATP projects list, establishing consistency between both documents.
This ATP amendment was adopted by the STA Board at their meeting on Wednesday, May 11, 2022.

Adopted in 2020, the Solano County Active Transportation Plan provides a framework to help the Solano Transportation Authority (STA) improve active transportation conditions throughout Solano County. The Plan builds upon previous active transportation planning efforts and consolidates STA’s separate Countywide Bicycle, Pedestrian, Safe Routes to School, and Safe Routes to Transit Plans into one cohesive Plan. It establishes countywide priorities and provides project lists and program guidance which STA and local jurisdictions can use to help people of all ages and abilities feel comfortable walking and bicycling.
