The Comprehensive Transportation Plan (CTP) is the primary long-range planning document for Solano County designed to create a safe, equitable, and sustainable multi-modal transportation system that meets the diverse mobility needs and sustainability goals of our communities. The plan will serve as a roadmap for the Solano Transportation Authority to guide transportation investments over the next 30 years, including active transportation (walking and biking), roadways and highways, public transit, equity, and land use.
As part of the CTP Update process, STA staff, working with the eight Solano member agencies, identified priority projects for all three CTP elements: 1). Active Transportation, 2). Arterials, Highways, Freeways, and 3). Transit and Rideshare. At the March 11, 2026, the STA Board took action to release the Draft Element Project Lists for a 30-day public comment period. The CTP is a foundational document that informs transportation projects and programs considered for the Metropolitan Transportation Commission’s (MTC) Regional Transportation Plan, also known as Plan Bay Area.
