Solano Congestion Management Program (CMP) 2023

As Solano County’s Congestion Management Agency (CMA), the STA is responsible for maintaining and implementing the Solano Congestion Management Program (CMP). The CMP is a tool used to monitor and mitigate congestion on state-owned roadways as well as local arterials with the ultimate goal of lessening congestion or avoiding it all together.
