Active plans

Solano Transportation Resiliency Plan

April 15, 2025

Project Background

Extreme weather events increasingly threaten Solano County’s transportation system, with wildfires and flooding disrupting key routes and infrastructure. In response, local jurisdictions have initiated climate adaptation and resiliency plans.

Building on this work, the Solano Transportation Authority (STA) is developing the Solano Transportation Resiliency Plan to make the county’s transportation network more reliable and resilient to the extreme weather events of both today and the future. The Solano Transportation Resiliency Plan, in partnership with all seven Solano County cities and the County of Solano, will assess the existing transportation system – from Routes of Regional Significance, Transit Facilities of Regional Significance (such as the Valley Ferry Terminal and the Solano Rail Hub and Hannigan Station), and active transportation facilities – to identify the infrastructure vulnerable to extreme weather events and recommend improvements.

Project Goals

  • Protect Solano County’s transportation infrastructure by developing proactive responses to extreme weather event risks
  • Make the system more adaptable and resilient to future hazards
  • Identify and prioritize capital projects that preserve vital transportation routes
  • Identify funding opportunities to support recommended projects

Get Involved

As part of the STRP development process, the STA will be seeking input from Solano County residents on their experiences with extreme weather events, the impacts of these events on local transportation infrastructure, and their priorities for the Solano Transportation Resiliency Plan. Public engagement is now kicking off! The STA wants your input to determine your top priorities as a Solano County community member. There are several ways to get involved:

Take the STA STRP Survey!

This survey will help the STA understand your experiences with weather impacts on transportation and identify resilience priorities. Your feedback will play a crucial role in shaping plans to improve transportation infrastructure to ensure it meets future demands and climate conditions. The survey will take 10 minutes or less to complete and is available now through October 15.

Take the survey now at surveymonkey.com/r/sta-strp.

STRP Community Kick Off Meetings

The STA hosted the first series of Community Meetings on the Solano Transportation Resiliency Plan, including an in-person meeting on Tuesday, August 19 , 2025 and a virtual meeting on Thursday, August 21, 2025.

A recording of the workshop is available:

.

If you were unable to attend and would like to contribute, we invite you to respond to the discussion questions shared during the meeting. Please complete the response form here. The questions discussed were:

  1. Have you experienced any extreme climate events in Solano County?
  2. How have these impacted you and your transportation?
  3. What do you want to see in the Solano Transportation Resiliency Plan?

The next phase of public outreach is scheduled for Summer 2026. Additional details will be posted on this project page as they become available
