Solano Transportation Authority (STA) invites consultants to submit proposals for the Solano County Congestion Management Program (CMP) 2023 Update. The RFQ describes the project, presents the requirements of the proposer, and outlines the criteria that will be used to evaluate the proposer’s qualifications. Qualified firms are invited to submit four (4) hard copies and one (1) digital copy (via flash drive) of your Qualifications to the STA office no later than 4:00 PM on Monday, March 27, 2023 and addressed to:

Note that this deadline is firm, and late submittals will not be accepted. Questions regarding this RFQ are due on Friday, March 17, 2023 by 4:00 PM to Dulce Jimenez, Planning Assistant, djimenez@sta.ca.gov. The questions and answers are scheduled to be published on STA’s website by Tuesday, March 21, 2023.
The STA has adopted a DBE goal that encourages the hiring of registered disadvantaged businesses, which can be found at: https://sta.ca.gov/work-with-sta/procurement-opportunities/. This Project utilizes federal funds; the anticipated participation goal for DBE firms for the Project is 19%.
The ST A has adopted a Local Preference Policy that encourages the hiring of local firms. While there is no adopted goal for the Project, firms are still encouraged to utilize the services of local firms in the preparation of a response to this RFQ. The STA has prepared a database of contact information for local firms for convenience purposes only and without guarantees as to the ability of such firms to provide the services.
