RFQ 2022-03 for Rail Crossings & Vallejo Passenger Rail Studies

The Solano Transportation Authority (STA) invites consultants to submit a proposal to provide professional consultation services to support one or both of the following rail studies: the Solano Rail Crossings Safety Improvements Plan Update and the Vallejo Passenger Rail Study.

The STA is seeking a consultant to support the Solano Rail Crossings Safety Improvements Plan Update which will update the existing inventory of rail crossings in Solano County. The consultant will evaluate and identify crossings most impacted by current rail traffic and propose criteria to identify at-grade safety improvements that are needed.

The Vallejo Passenger Rail Study calls for a consultant to summarize and identify existing conditions as it relates to rail lines and facilities, current public transit service options, and land use in the project area. The consultant will conduct a market demand analysis by using “big data,” and develop a list of capital improvements and associated order of magnitude capital and operating costs that would be necessary to develop a station and passenger rail service system that would serve the City of Vallejo.

The RFQ describes the two studies, presents the requirements of the Proposer, and outlines the criteria that will be used to evaluate the Proposal.
Qualified organizations are invited to submit four (4) hard copies and one (1) digital copy (CD or flash drive) of your Proposal to the STA office no later than 4:00 PM, on Monday, December 12, 2022, addressed to:

Note that this deadline is firm and late submittals will not be accepted. Proposals will be reviewed and, if needed, the firms/teams whose qualifications most closely meet the STA’s needs will be invited to commence the project or interview on or around January 9, 2022.
